Why the rural poor get fewer opportunities to leading research universities? Abstract Some researchers in China believe that the rural poorrsquo;s earlier disadvantaged education experiences stopped them to get into the leading research universities. In my research, I find equal access to leading research universities relates with many issues, the gross enrollment rate disparity among provinces, the change of enrollment policies, the distributions of enrollment quotas, the urban/rural residence and disciplinary distribution all are the factors that put the rural poor in a difficult position to access the leading research universities. The paper concludes that in the race for creative minds, the leading research universities have forgotten their social responsibility of equity. FEA carries forward the Joint Organizational Statement on No Child Left Behind, signed by 153 national organizations. Congress, states and localities must together ensure that districts and schools, especially those serving high concentrations of low-wealth students and students of color or who are English language learners, have the resources and conditions necessary to enable their students to reach challenging academic standards and be ready for effective citizenship, lifelong learning, and college or career. The case of Chile is interesting because it was the first country to switch from a pay-as-you-go system to a privatized system based on individual investment accounts. Since the reform in 1980, Chiles pension system has been a model for pension reforms in many other Latin American countries such as Mexico, Argentina, Peru, Uruguay, etc. Moreover, this retirement system has also been considered by U.S. policy makers as a model for a possible reform.
