Development in China

Abstract

In recent times, China has shifted its position from the pursuit of pure GDP to that of humanistic GDP, environment ental GDP, and to the unified harmonious development of population, resources, and environment. One of the objectives set at the 16th National Congress of the Communist Party of China (CPC) for building a well-off society in all aspects is to construct a harmonious society. A livable city is one of the most important aspects of a harmonious society. Being so called is closely associated with the living quality of the people in that city and one of the important yardsticks to measure the achievements of Chinarsquo;s reform and development. As a development objective, a livable city should have its standards. However, different countries have advanced their standards differently for judging a livable city. There are still not international unified standards. With the passing of the times, the building of a standard system for a livable city is of increasing value both theoretically and practically. In January 2005, the 'General City Planning for Beijing Municipality (2004-2020)' was approved by the State Council. Beijing was the first to make “livable city” one of its objectives. This will have a significant impact on urban and economic development in the Chinese capital and will have a profound impact on other areas in the effort to build livable cities. In view of the actual conditions of the development of cities in China, this paper has advanced such standards as economic development, social harmony, and amenities for judging whether a city is a livable city, and made empirical analysis of the development of livable cities in China.

I. Introduction

The first person to develop the science of human settlement was the Greek scholar

Constantinos A. Doxiadis, who, after World War II, termed it as “Ekistics”, a name that derives from the ancient Greek word oikizo meaning 'creating a settlement”. He studied human settlement as an entity instead of purely coping with construction, which included human settlement problems at different levels and in different dimensions in cities, towns, and the countryside.

In the early 1960s, with the publication of such works as Rachel Carsonrsquo;s “Silent Spring” and Ian L.McHargrsquo;s “Design with Nature”, thepublic of the United States began to concern themselves about thequality of human settlement, thus giving rise to a high tide of designing and planning amenity-based human settlements. Since the early 1970s,with the exploding population, sharply dwindling resources, the rising level of urbanization, the soaring demand for housing, the deteriorating ecology, and the worsening city problems, people began to develop an approach of sustainable and human-based development. They also began to think about human settlement, which has become ahot topic for discussion in various related disciplines all over theworld (Charles, 2003).

The first and second United Nations (UN) conferences on human settlement in 1976 (Habitat I) and 1996 (Habitat II) further fueled these discussions. The second UN human settlement conference (also known as the “City Summit”), in particular, helped deepen the understanding of cities and urbanization and defined the concept of human settlement in cities. The conference pointed out that when human society enter the new century, global industrialization and urbanization of all countries including the third world countries will have reached a higher level.The urban population will have outgrown the rural population.Cities will have become the main form of human settlement. It was and is, therefore, necessary to have a positive understanding of urbanization and regard it as one of the necessary conditions for less-developed countries to seek for economic development and effective means to promote economic growth.This is because cities have unrivaled cohesive power, attractiveness, and scale efficiency. The dearth of water and land resources, population expansion, housing shortages, deterioration of the environment, and other city problems should all arouse more extensive attention fromthe people, especially ordinary city dwellers.

Efforts should be made by multiple disciplines to meet the challenges so as to realize the goals of “shelter for all” and “sustainable human settlements in an urbanizing world”.

Compared with some advanced countries, China is still at the initial stage in its theories and practice about the livable city. Chinese scholars began to study urban human settlement in the mid-1990s and the intensity of that study did not rise until the end of the 1990s.China officially advanced the concept of “human settlement environment” at the 1995 forum sponsored by the State Natural Sciences Foundation.With the deepening of reform, the opening up, and the rising living standards of the people, the academic circles have paid more and more attention to the theoretical exploration and empirical studies of human settlement.Major works published include HeXinghuarsquo;s “Dual Characteristics of Human Settlement inChina”,Liu Song and LiuBinyirsquo;s “Study of theIndicator System for Assessing Sustainable Human Settlement inCities”, and Zhou Jianrsquo;s “Understanding of Sustainable Human Settlement Development and Development Strategy”.However, it is still anew area for study in China and a discipline that has just taken its first step (Li, 2001).

1. 引言
