Beijing: Government-Led Development of Cultural and Creative Industrial Clusters

Abstract The development of creative cities in China currently shows strong government-led characteristics. Therefore, taking Beijing as an example, this paper discusses the government-led development model of cultural and creative industrial clusters. By analyzing the cultural and creative resources in Beijing, it explores the approaches initiated by the Municipal Government to promote cultural and creative industrial clus- ters. Based on the exploration of the industrial structure and spatial distribution of such clusters, this paper points out their role in urban renewal, industrial heritage utilization, New Countryside Construction, industrial park development, etc., and further proposes measures for their future improvement.

Creative Beijing: development and thriving of cultural and creative industries

Bei ng a cit y w it h t he worldrsquo;s la rge st nu mber of cult u ral her itages, Beijing, now a met ropolis cont ai n i ng some 20 million in habitants, is a noted historical and cultral cit y with a histor y of over 3,000 years, and it has ser ved as the capital for more than 800 years. It is a place that blends the essences of Chinese culture since Yuan, Ming and Qing Dynasties, and a place that gathers the countryrsquo;s first-class creative talents, as well as masters of all professions. Here, around 100 colleges and universities, including Tsinghua University and Peking University, provide the most fertile soil for the cultivation of creat ive t alents. Represented by Zhongguancun Science Parks, hi-tech industries constantly push Beijing to the forefront of the knowledge economy. Meanwhile, 156museums,25public libraries and nearly 300 theatrical stages contribute to creating a strong cultural atmosphere here, while Peking O pera , crosstalk , cloisonneacute; craf t and symphony bestow the city with a unique artistic charm.

In the last 60 years since the foundation of the Peoplersquo;s Republic of China, policies concerning Beijingrsquo;s cultural indust r ies exper ienced t wo major t ra nsformations. The first transfor mation took place in the 1980s when the government decided to put equal attention to the development of cultural industries and cultural utility instead of only emphasizing non-prof it cult u r al facilit ies as it d id before. The second transfor mation occurred in 2005 when the emphasis shifted again, now from the development of cultural industries to the development of supportive functions of cultural and creative industries on urban constr uction. During this period, Chinarsquo;s local cultural and creative enter prises and clusters germinated. The movement of “Western Learning” had an impact in China in the late 20th century, which highlighted the Wester n at tention on economic t ransformation, advanced services, cult u re a nd creat iv it y ( La nd r y, 20 0 0). Later, cor respond i ng nat ional policies were introduced, which rendered cultural utility, cultural industries and their relevant issues a focus of development across the country during the 10th and 11th Five - Year Plan periods. In this context, a new wave of industrial restructuring and up- grading was initiated. Therefore, Beijing needs to explore the comprehensive values of urban cultural resources and lay special importance on the development of cultural and creative industries, so as to assist the city in enhancing its position as a cult u ral center, in building a world city with Chinese characteristics, and also in cultivating a new engine for the cityrsquo;s economic growth. ①

P rofou nd cu lt u r al a ccu mulat ion ove r tim e , togethe r wi th the emergence of new technologie s , culture s , and thoughts, preliminarily shapes Beijing into a scattering “multi-centric” layout in terms of cultural and creative spaces (see Fig.1), which include the prestigious sites of Beiji ng 798 Art Zone,Xiao pu Art Village in Songzhuang, Nanluogu Traditional Lane, CBD area and so on. In 2006, the Classif ication Standard for Beijingrsquo;s Cultural and Creative Industries was promulgated, which divided cultural and creative industries of Beijing into nine categor ie s , s uch as cult ure and ar ts, press and publishing, advertising and exhibition, artwork trade, desig n serv ices, and sof twre, network and computer services. According to the Standard, during the 11th Five-Year Plan period, Beijingrsquo;s cultural and creative industries have contributed to more than 10% of the cityrsquo;s GDP, making it the second largest pillar industry among tertiary industries, second only to the f inancial industr y (ZHANG and WANG, 2012). The total scale of Beiji ngrsquo;s cult u ral and creative i ndust r ies climbed from 61.36 billion yuan in 2004 to 169.77 billion yuan in 2010, among which software, network and computer services demonstrated the best momentum, followed by press and publishing, and radio, television and film industries. T he number of practitioners in these indust r ies increased f rom 840,000 in 2005 to 1,229,000 in 2010.② Rapid increase was also seen in the number of cultural and creative enterprises. Taking Chaoyang District as an example, the number of cult ural and creative enterprises reached around 40,000 at the end of 2010, which was 2.3 times the number of 2005. ③ Based on their own needs, all these enterprises expressed great expectations to win support from the government at various levels and through various channels.

北京:政府主导下的文化创意产业集聚区的发展

摘要:我国现阶段的创意城市建设表现出较强的政府主导特色,因此论文以北京为例,探讨了政府主导下的文化创意产业的集群发展模式及其经验得失。文章分析了北京文创资源的基本状况和政 府推进文化创意产业集聚区发展的相关做法,并在剖析文创集聚区的产业结构、空间分布特征 等的基础上,指出文创集群在城市更新、工业遗产利用、新农村建设、产业园区开发等方面对 北京城市建设的推动作用及未来改进措施。

1 创意北京:文化创意产业的发展与新兴

作为全球拥有世界文化遗产最多的城市,北京这座人口近 2000 万的大都市,是有着 3000 多年建城史和 800 多年建都史的历史文化名城,荟萃了自元明清以来的 中华文化精华,聚集着全国一流的创意人才和各领域的行业大家。在这里,清华大 学、北京大学等近 100 所高等院校为北京创意阶层的培育提供了最好的沃土,以中关村为代表的高新技术产业让北京位居知 识经济的前沿,城市中156座博物馆、25个公共图书馆和近300个演出舞台营造出浓厚的文化氛围,京剧、相声、景泰蓝制作、交响乐等更让这座都城显示出独特的艺术魅力。

建国后的 60 多年间,北京城市文化产业 政策经历了两次重要转型,一是20世纪90年代中从强调公益性的文化事业转向文化事业与文化产业并重发展;其二是2005年开始从发展文化产业转向强调文化创意产业对城市建设的支撑作用。这一时期中国本土文化创意企业和创意聚集地 的萌芽,以及 20 世纪末期源于西方发达国家和地区对经济转型、高端服务业和文 化创意等的重视带来的“西学东渐”的影响,国内相应政策的出台等使得文化事业和文化产业相关课题成为我国“十五”和“十一五”期间全国建设的热点。在这种大环境下,北京无论是继续强化首都的文化中心地位,建设有中国特色的世界城市,还是培育城市经济增长的新引擎,都需要在产业结构升级转型的浪潮中重视发掘城市文化资源的综合价值,将文化创意产业的发展置于重要位置。

长期以来的文化积淀,以及新文化、新技术和新思潮的发展,使得北京初步形成了相对分散的“多中心”文化创意空间格局(图1),包括久负盛名的798、宋庄小堡村,以及成长中的南罗鼓巷、CBD 地区等。2006 年《北京市文化创意产业分类标准》颁布,将北京市的文化创意产业分为文化艺术,新闻出版,软件、网络及计算机服务,广告会展,艺术品交易,设计服务等 9 大类。据此标准,“十一五”期间北京文化创意产业占全市地区生产总值的比重已经达到10% 以上,成为第三产业中仅次于金融业的第二大支柱产业。全市文化创意、产业规模从2004年的613.6 亿元增长到2010年的1697.7 亿 元,其中软件、网络及计算机服务行业在北京的发展势头最好,其次是新闻出版行业和广播、电视、电影 行业。相关从业人员从 2005 年的84万人增长到2010年的122.9 万人。文化创意企业数量亦呈现出快速增长,以朝阳区为例,2010年末文化创意企业达到近40000家,是2005年的2.3倍。不同类型的企业从自身需求出发,对争取政府在各个层面上给予多渠道的支持表现出了极大期望。 图1 2006年北京市主要文化创意产业的空间分布

2 政府引导下的创意城市建设:文化创意产业集聚区

立足城市文化创意产业的发展现状,划定具有相应资金和政策配套支持的文化创意产业聚集区、文化产业示范基地或示 范园区等是一种快捷简易、能够较快地在 物质空间上体现出成效的途径,因此这种政府引导下的产业集群式发展模式在北京、 上海、苏州、厦门等中国各大城市中被普遍采用。自 2006 到 2010 年底,北京市先后认证了30个市级文化创意产业集聚区,覆盖了全市16个区县和8大重点行业。这些集聚区,有的已经发展得颇具规模,在全国乃至世界声名远播,如798原创艺术集聚区、潘家园古玩交易地区、中关村若干高新创意技术园区;有的还处在未来尚不确定的孕育阶段,特别是位于周边区县的聚集区,如大兴国家新媒体产业基地以及众多以旅游为主题的聚集区等。

3 自上而下:文化创意产业集聚区的政府推动途径

推进产业空间集聚发展的好处早在马歇尔的外部经济理论中就有所论述,它既可以促进专业化投入和服务的发展、为具有专业化技能的工人提供共享的市场和交流环境,同时还能使公司从技术溢出中受益,此后胡佛、克鲁格曼、波特等更将有关研究拓展到规模经济、产业集群、交易成本、竞争优势、知识外溢等分析框架之中。但是,创意产业集群与普通产业集群有所不同,不能简单拷贝将企业园区紧邻技术中心(高校、研发机构等)布局的常规模式。“创意产业集群既是工作的地方,又是生活的地方;既是文化生产的地方,又是文化消费的地方。”2006 年针对北京217家文化创意企业的调查显示,文化创意产业的从业人员对良好的人文环境、生态环境以及创意人群的聚集以及行业间的交流等方面有较高的要求。

如此广泛的内容需要政府的积极参与和协调,将创意人员、公共代理机构、基金来源和私人部门有机联系起来,通过吸引创意人才来吸引企业的驻入。为此, 北京市政府针对认定的文化创意产业集聚区,建立起了一系列资金、管理、政策、 配套设施和服务上的支持途径,自上而下地刺激和推动着城市文化创意产业的发展,举例来看:

  1. 资金支持

北京市确立了包括财政拨款、贷款贴息、融资担保等在内的一系列文化创意产业资金支持方式。例如,在专项资金方面,市政府设立了源于市财政拨款的每年5亿元的文化创意产业发展专项资金⑥和5亿元的聚集区基础建设资金,很多区县也设立有本地区的文化创意产业专项基金;在基金方面,创业投资引导基金以及专项担保基金对文化创意企业提供了一定的融资支持。

  1. 专设管理机构

2006 年 11 月,北京市文化创意产业促进中心成立,这是北京市专门从事推动北京市文化创意产业发展的常设机构,在参与落实相关政策法规、引进人才、整合社会资源等方面发挥作用。

  1. 政策扶持

2006 到2010年底,北京市及其区县制定文化创意产业相关政策法规60余项。其中,北京市政府陆续出台了针对产业分类标准前8类的营业税和个人所得税相关政策,在中关村各个园区中,原本只针对高新技术企业的所得税减免政策也适用于园区内的其它文创企业。并且,文化创意产业成为北京人才引进的重点产业领域,进入人才在落户方面可以获得一定的政策倾斜。

  1. 设施配套和服务支撑

2007年正式运行的“北京市文化创意产业投融资服务平台”,通过信息披露、投融资促进、登记托管、资金结算等服务工作机制,为数百家文化创意企业提供了融资咨询服务,并帮助上百家企业成功融资累计近10亿元。其它诸如国际版权交易中心、科博会、中小企业金融服务等平台也从不同方面促进着北京文化创意产业的发展。

  1. 丰富文化盛事与创意活动

2003年北京开创了一年一届的国际性戏剧、交响乐、舞蹈三大“演出季”;2006 年始创的“中国 / 北京国际文化创意产业博览会”年年定期举行;2008年举办的奥运会将北京新的世纪形象传播到了全世界;2011年“北京国际电影节”盛大开幕hellip;hellip;文化活动大力推动了城市形象的塑造、创意精神的树立和创意氛围的营建。

4 北京文化创意产业集聚区的空间利用与产业布局

空间是文化创意产业发展的重要物质载体,文化创意产业集聚地的形成源于特定的文化资源条件、历史积淀、地理区位、人才和市场等诸多因素。从类型上来看, 北京30个文化创意产业集聚区利用的城市空间类型主要包括:胡同街巷和四合院(3 个)、工业弃置地(5 个)、近郊村落(3 个)、 传统文化活动场所(1 个)、奥运场馆(1 个)、新开发地区(12 个)、自然和人文景观区(5 个)7 大类。如果将 30 个集聚区简要划分为“高新技术关联型”、“文化艺术关联型”、“休闲娱乐关联型”和“传播展示关联型”4类,可以看出北京的创意格局呈现出一定的空间分布规律,即在多中心分散的总体状态下,表现出一定程度的小区域聚集特点,形成“大分散、小聚居”态势,而海淀和朝阳两区则成为北京文化创意产业最为集中和繁荣的两大中心(图 3):

创意产业集聚区主要位于北京中心城区的西北部,覆盖海淀和石景山两区,以中关村科技园和中国动漫游戏城等为代表。

b) 文化艺术关联型的集聚区集中在北京中心城的东部,主要分布在朝阳区,包括 798、音乐创意产业园、潘家园和大红门服装服饰等。另有位于外围区县的宋庄和乐谷,将此类集聚区的空间布局从中心城东部继续向市域东部延伸。

c) 休闲娱乐关联型的集聚区在外围区县主要位于北京市域的西部山区,包括古北口、八达岭和十三陵等。在中心城区,这类集聚区呈三叉型布局,从北部的奥运公园穿越旧城中轴线到东南侧的欢乐谷和西南侧的卢沟桥。

d) 传播展示关联型的集聚区主要分布在中心城以东的区县中,包括怀柔的影视基地、顺义的国展产业园、通州的出版发行物流中心等。此类集聚区在中心城区则集中在东二环附近,以CBD传媒产业集聚区和惠通时代广场为代表。

5 文化创意产业集聚区对城市建设的影响

文化创意产业聚集区对于文创企业的空间分布起到了一定的引导作用。对朝阳区的调研显示[9],该区有9488个文创企业位于划定的22个聚集区内(8个市级聚集区,14个区级聚集区),占所有34557个文创企业的27.5%,占确认存在的16419个企业的57.8%。文化创意产业集聚区的政府建设举措对北京城市建设的影响日益显现,这不仅表现在通过传统胡同、四合院的改造和再利用实现旧城更新的新模式上;也彰显在借助文化和创意力量推进北京城郊新农村建设和城市工业遗产的创新使用上 ;同时还体现在新型城市活力空间的生成,以及城市声望和吸引力的宣传和拓展上。

5.1 旧城改造与更新

历史街区积淀已久的文化资源、传统建筑营建的空间形态、街巷肌理构成的秩序特色等,提供了文化创意产业借以生长的最佳场所,琉璃厂、前门、中关村雍和园都是借助旧城改造和更新发育而成的文化创意集聚区。位于北京旧城和平门外的琉璃厂大街有着780多年历史,从明朝初期开始就享有“九市精华萃一衢”的美誉。清朝时期来京参加科举考试的举人集中居住于此,使得这里逐渐发展成为京城最大的书市,与此相关的笔墨纸砚、古玩书画、印刷出版等也相继兴盛。建国后,琉璃厂在城市现代化进程中一度衰落,沦为房屋破败、基础设施匮乏、环境脏乱的场所,但文化创意概念的引入和渗透,使得这片古老的历史街区重新焕发青春。现今,琉璃厂地区有着上百家骨干企业和老字号,北京京都文化投资管理公司(国有独资)负责管理该地区文化创意产业开发的相关事业。作为集古玩艺术品交易业、传统手 工艺制造业、城市文化旅游业和娱乐业于 一体的大型文创产业集聚区,琉璃厂已经是国内外游客来京游览的必到之处。

5.2 推进新农村建设

京郊附近一些农村地区既靠近城市建成区,又拥有交通便利、空间充足、环 境优雅、房屋租金廉价等优势。一些知名艺术家、文化团体或者艺术院校的先导性入驻,带动这些地区逐渐发展成为独具城乡特色的艺术家创作基地。临近798的草场地艺术区、位于东六环以东长安街延长线上的宋庄均是如此。凭借全国推行新农村建设的历史契机,这些地区积极利用政府资金和政策支持,取得了自身发展的长足进步。以宋庄为例,1990年代初圆明园画家村拆迁,部分流
